Substance Abuse Awareness Training

Abstract
This online training is available on the National RTAP eLearning portal at http://elearning.nationalrtap.org/.  

The FTA drug and alcohol testing regulation (§655.14(b)) requires a minimum of sixty (60) minutes of training for all safety-sensitive employees on the effects and consequences of prohibited drug use on personal health, safety, and the work environment. 

This Substance Abuse Awareness Training addresses the signs and symptoms that may indicate drug use. Upon completion, users are awarded a certificate in their name with a time stamp showing the duration it took to complete the module (minimum of 60 minutes).  The average time to complete the program is 90 minutes.

The typical end user will be transit staff and management, such as drivers, maintenance personnel, dispatchers, and managers, who will access the online training via personal computers or tablet devices. Managers can track learner progress and access reports in order to document compliance with training requirements. 

The course has two modules. The first is untimed and provides an overview of the course navigation, information about FTA's substance abuse program and general awareness about the dangers of alcohol misuse on the individual’s health, work, and personal life, as well as signs and symptoms of an alcohol problem.  

The second module on prohibited drugs is timed, and includes five sections. The module must take a minimum of one hour to complete to receive credit for the course. Knowledge will be tested after each drug section with a series of questions. 

The course includes links to videos about drugs and alcohol, and features narration and closed captioning, as well as a table of contents in order to revisit content as needed.

This training module was originally developed by Oregon DOT in partnership with RLS & Associates, Inc for the transittrains.com website. National RTAP adapted the course for widespread use.

START Safety Training and Rural Transit offers basic information for training new drivers or for refresher training for more experienced drivers. The course consists of three training sections: Vehicle Safety, Driver/Operator Safety, and Passenger Safety. The course content was updated in 2015.

The Learner's Guide includes a disc with: training videos; a PowerPoint presentation and other instructor materials; and a Flash version of the old START module (disc version of START Online coming soon).  There is no disc included with the Instructor’s Guide.

Note that there is a new interactive online version of this course – START Online.  It provides the same content, but uses the latest e-learning tools to enhance and reinforce learning: scenarios, exercises, games, quizzes, and more.  The online version can be used in combination with (i.e. before, during or after) an instructor-led training of START.

START Online was developed as a partnership with the Center for Transportation e-Learning and is now hosted on the National RTAP eLearning portal. To register and access the course, for free, go to elearning.nationalrtap.org. To learn more, click on START Online under the "Related Resources."

Abstract
START Online is a new interactive, e-learning version of National RTAP's Safety Training and Rural Transit instructor-led course. It was developed in partnership with the Center for Transportation e-Learning (CTEL).  

The START course (content updated in 2015) offers basic information for new drivers or refresher training for experienced drivers and is broken into three sections. START Online consists of eight online lessons, plus the original four videos:

Section 1: Vehicle Safety
--Vehicle Safety
Section 2: Driver/Operator Safety
--Controlling the Vehicle
--Controlling the Vehicle (Continued)
--Driving in Adverse Conditions
Section 3: Passenger Safety
--Safety of Ambulatory Passengers
--Safety of Non-Ambulatory Passengers
--Transit Security
--Crisis Management 

START Online uses the e-learning tools to enhance and reinforce learning: scenarios, games, quizzes, and more. It also provides the benefits of online learning, including cost and time savings and the ability of learners to go at their own pace and revisit the course content as needed.

To access the course, click "Website Link" below or go to the National RTAP eLearning learning management system (LMS) at elearning.nationalrtap.org. Register or log in and open START Online under the My Courses tab.

Top Shops: Emergency Management in Vehicle Maintenance Facilities Online Course

Abstract
This new National RTAP training is a hybrid course with seven online modules (including one for supervisors) an optional instructor-led training (ILT).  It covers preventing, preparing for, and responding to emergencies in a vehicle maintenance facility. Intended primarily for maintenance staff, supervisors, and contractors, it would also be beneficial for any agency with a transit facility.

The online course and ILT materials are on the National RTAP eLearning learning management system (LMS) at http://elearning.nationalrtap.org.  For more about the LMS and how to get started, visit http://nationalrtap.org/eLearning-Portal. 

For those without a reliable internet connection, you can order a DVD with versions of the online modules here, however learner progress and scores will not be tracked as they would be if the learner took the course in the LMS.
